Joe Carlile is the founder of Bluestem Consulting, an appropriations risk consulting and strategic advisory firm, and BlazingStar Analytics, a federal budget and appropriations data analytics firm. He brings more than 20 years of experience in federal budget, appropriations, and policy analysis, with senior leadership roles in the executive and legislative branches.
Joe previously served as associate director for general government programs at the White House Office of Management and Budget, where he oversaw strategy, operations, and more than $500 billion in budgetary resources across major federal agencies and programs. Before that, he held senior budget and policy roles at the U.S. Department of Housing and Urban Development and the House Appropriations Committee.
Joe holds degrees from Johns Hopkins University and Gustavus Adolphus College.
